The Constitution of Ukraine guarantees the title to land. This title may be acquired and exercised by individuals, legal entities and the state only on the grounds and in accordance with the procedure prescribed by the law.
Thus, according to the Land Code, there is land redemption in addition to privatisation.
The general rule is that public lands are sold via land auctions. However, there are some exceptions when lands are redeemed directly rather than following the bidding procedure.
The options that allow avoiding the auction constitute the exhaustive list of cases, including the land plots with the private real estate developed there.
Thus, if you own the real estate item, you can legally register the title to the land under the item at the par value.
The immediate algorithm for purchasing the land plot can depend on many factors, from whether the plot has been formed as an object of civil rights, what the intended use of the land plot is, or whether the urban development documentation is consistent with the planned reconstruction project.
