In the first place, lease of state-owned/municipal property plays a very important role in support and development of small and medium-sized businesses since their representatives mostly do not need to purchase such property, or it is absolutely unprofitable to purchase it. However, the level of interest of potential lessees in the state-owned/municipal property is quite high.
When they lease their facilities from the state or the community, users of such property can engage necessary resources for their activities during a specific period and spend the amounts they find comfortable, thus filling the local and state budgets and keeping the leased property in the running order by restoring or repairing them.
The procedure for leasing the state-owned/municipal property is not that simple since it includes a great number of organisational and legal actions to be taken properly and on time so that the property will be received for use, and the lease contract will be signed in the end.
Moreover, the legal relations in this area have the specific subjects, which generally include several governmental or local authorities empowered to approve and transfer the facilities for lease, which in its turn confirms complexity of the process to obtain the state-owned/municipal property for use.
It must be noted that efficiency of fund raising, improvement of the financial situation at the local level and social and economic conditions in our country depend on development of the state-owned/municipal property lease to a large extent.
